PERSONALITY: Tsukuyo has always shown determination- stubbornness even- and resistance in the face of something she does not agree with or perceives as wrong in any way. She was sold to the red-light district, Yoshiwara, as a child and showed constant resistance and disobedience from the get-go. It's only when she meets Hinowa, Yoshiwara's highest ranked courtesan, that Tsukuyo begins to channel that iron will and determination into something worthwhile - protecting those she cares about.
Doing so is of such importance to her that, having become a pupil of of the infamous ninja Jiraira, Tsukuyo made the decision to mutilate her own face and leave herself with two permanent scars, symbolising her decision to abandon her womanhood and ensure that she could never go back on that decision. She believed doing so would make her stronger and allow her to protect Hinowa and Yoshiwara.
Tsukuyo possesses unwavering loyalty and a sense of duty to those she cares about and has shown herself willing to do whatever it takes to protect them. She places tremendous value upon human life. For years she served as leader of Yoshiwara's policing force, the Hyakka, under Housen, the alien overlord who had taken control of the district. On the surface, this was to preserve Housen's laws, when in reality Tsukuyo had been using her position in order to protect the women of Yoshiwara. Former prostitutes who would attempt to escape- a crime usually punishable by death- would be secretly hidden among the Hyakka's ranks by her. These actions, above all, show her kindness and sincere desire to help and protect others more vulnerable than herself.
Tsukuyo tends to come across as the strong, quiet, even morose type and she likes to keep it that way - usually because she's shouldering more responsibilities and burdens than one person rightly should. Self-sacrifice and struggling with her own sense of identity and the belief that she isn't good enough are constant threads throughout Tsukuyo's narrative. She was taught by Jiraia to forget being a woman and above all to forget being herself - failing to do so would make her weak. It's only when she meets Gintoki that she begins to accept that she does not have to give up her womanhood or who she is in order to be strong, she doesn't have to be anyone else; as a woman, as herself, she is good enough.
When Tsukuyo is later reunited with Jiraia once more, he takes a dim view of her new found friendships and bonds, seeing them as a fatal flaw in the image of deadly perfection that he had been trying to create with his student. As a consequence, he resolves to burn down Yoshiwara and all that Tsukuyo cares about in order to undo all of this and make her stronger. This only strengthens Tsukuyo's desire to protect those she cares about and she begs her former teacher to spare them. She would do anything Jiraia wanted, so long as her friends are spared from his wrath.
In the end, Tsukuyo shows her kindness and incredible capacity to forgive. She is the one who kills Jiraia in order to protect Gintoki, but she is the one carrying her master in his final moments.
As someone who can come across as "uptight" and very serious, what Tsukuyo really does struggle with is truly letting her guard down and having fun. So much so that Hinowa, ever the one looking out for her, becomes concerned for Tsukuyo's mental well being after the death of her master. Hinowa manages to enlist the help of Gintoki and the Yorozuya, tricking Gintoki into accepting an evening in Yoshiwara (and everything that usually entails...) on the house - which he presumes will be with one of Yoshiwara's many other women. Inevitably, the woman is Tsukuyo, who has similarly been deceived into thinking she was going to be spending the evening taking care of a very special guest.
The end result of all of this is the discovery that Tsukuyo does not handle alcohol well, in the slightest. She becomes excessively angry and violent, punctuated here and there with bits of bizarre flirtation that eventually just lead straight back to violence again. After forcing everyone in the group to drink with her and knocking them all out, Tsukuyo, being Tsukuyo, is straight back on duty and patrolling the next morning. No matter the circumstances, she can never let go of that sense of duty for too long.
Over the course of the series, having found friends who accept and love her for who she is, Tsukuyo slowly becomes a happier, more open individual; someone who can finally start living her life for her.
POWERS/ABILITIES: Tsukuyo is a trained shinobi and is pretty much what you'd expect to go along with this; she's fast, acrobatic and agile and tends to rely on that in a combat situation rather than brute strength. Besides her fighting abilities, she's just an ordinary human.
